Microsoft made Active Directory Domain Services (AD DS) Windows PowerShell cmdlets available beginning with Windows Server 2008 R2. You can also download and install the Active Directory Management Gateway Service (ADMGS) that provides a web service interface to Active Directory domains or Active Directory Lightweight Directory Services that are running on the same server as the ADMGS.
