INTRODUCTION

South Africa occupies an interesting position in the global arena as a result of the pronounced disparities in the economic conditions of the citizens found within its borders. The country is faced with the task of formulating policy which on the one hand aims to grow the established economy through exports and foreign direct investment in order to create employment, while on the other hand must improve the lives of the country's poorest citizens and eliminate the inequities which are a legacy of the apartheid regime.
