The standard

The Namespaces standard, or 'Namespaces in XML' to give it its full title, is a scheme for building documents from fragments defined in different domains, by addressing the problems outlined above. It was produced by the W3C, and gained recommended status in January 1999. The standard can be found at http://www.w3.org/TR/1998/REC-xml-names.

This standard focuses on solving the two issues raised above. First, it provides a mechanism for identifying the namespaces used in the document. Second, it identifies which namespace a particular element or attribute belongs to.
