MY FASCINATION WITH THE INTERSECTION OF GOVERNMENT and technology began with my friend Carl Malamud, a longtime advocate for technology in the public interest. In 1993, early in the history of the World Wide Web, Carl was helping Sun Microsystems give a demonstration of the capabilities of the Internet to the House Subcommittee on Telecommunications and Finance.
