As the ROWE example earlier suggests, results are important. Whether a company is ready to institutionalize the level of flexibility that Best Buy has or not, measuring how the IT department is doing is of the utmost importance.

The metrics of the subprinciples related to people tend to be "softer" in nature. They tend to be metrics that are based on surveys of employees or surveys of managers or business partners as they relate to the performance of IT employees. Most companies already have surveys of these kinds in place, but in order to institute these metrics, additional questions may need to be devised and added to the surveys.
