When I speak to IT executives about these "people" principles, some point out that IT departments can't act alone, that HR must be involved in many of these decisions in order to ensure that they are enacted correctly, and that the business must make similar changes in order for IT to change. If the IT department must wait for these other departments, and accept that change is not within its own power to achieve, then this speaks volumes about the weakness of IT in the corporate structure.
