Control Panel [Sounds, Speech, and Audio Devices] Accessibility Options

This dialog controls the text-to-speech translation (speech synthesizer) feature in Windows XP, used in conjunction with the Narrator utility. The Speech Properties dialog is used to adjust the tone and speed of the "voice" that is used. Try different voices and speeds, using Preview Voice to test them out, until you've found the best combination.
