Terminal servers are useful for only a set amount of time without a license server, so soon after you install a terminal server for production, it will be time to get a license server in place.

How License Servers Assign TS CALs

When a client connects to a terminal server, the terminal server requests the type of license it is configured to understand. If the terminal server is in per-device mode, it requests a per-device license. The client presents the license from its store in the registry. If the terminal server is in per-user mode, it requests a per-user license.
