Windows 2000 adds some new interface tweaks that offer special effects for menus and tooltips. For example, you can configure menus to fade out after you release them. While the effects add an interesting change to the Windows 2000 interface, they can also become annoying after a short time, slowing down performance a bit. So whether you want to use a different effect or turn them off altogether, you’ll find the necessary options in the properties for the desktop.
You use the Effects page of the Display properties to configure the transition effect for menus and tooltips, including setting it to none:
Right-click the desktop and choose Properties or open the Display object in the Control Panel. Then click the Effects tab.
To select a transition effect, select the option “Use transition effects for menus and tooltips,” then select the desired effect from the drop-down list. To turn off transition effects, deselect this option.
Click OK to close the Display properties.
