One of the neat things about studying operating systems is that they are built by people. That may or may not continue to be true in the future. If we ever come to the point where it is not true, OSs will probably become a lot more consistent, but somewhat more boring.

Since people design and build operating systems, operating systems are by their very nature quirky. People who are involved in an operating system early in its life have quite a bit of say in how the overall system ultimately works and what it includes. Their viewpoints and prejudices tend to influence both the user environment and the programmer environment.
