MANY EXECUTIVES, particularly in the United States, seem to believe that the key to competitive success is just getting government out of the way—lower taxation, less regulation and bureaucratic red tape—in other words, letting businesses build their business. Of course, these same executives are not always completely consistent in their preferences about the role of government.
