9.3 PURPOSE
The concepts mentioned above can be summed up into two main criteria for applications—being open and being interoperable. Being open does not necessarily mean open source, but here they refer to open standards (hence the two terms are being mentioned) which are a result of collective, transparent and industry-blessed processes or practices that are documented and widely followed. Interoperability is one of the main concerns of web service to be truly effective because clients can interoperate even if the services are written in different programming platforms.
