The advanced search allows you to specify that the first and last names begin with a particular sequence of letters. While it's possible to get a “too many search results” error (try searching for Smith in California), generally only last name and state are required for this search.
Search results include phone number, address, and zip code—all the standard results you'll get from a Google phone book search if your search is there to be found.
