Identifying the issues

The preparation of the foregoing scenarios was deliberately arranged so that contributors did not see each others’ work until all the pieces were gathered together. This was quite intentional, so that each could present their own ideas and thoughts without being in any way influenced by the others (a slight modification, maybe, of the Delphi research technique).
