Arguably, government systems have the largest user base of any technology—that is, everyone. The range of activities that government systems support is enormous, including everything from providing information to citizens about the location of drivers’ license offices to supporting real-time intelligence and collaboration among emergency first responders in an urban crisis. In many ways, governments were early adopters of human-centered design and usability analysis because the military realized decades ago that many of their systems were “human-in-the-loop” systems for which it was critical to design for minimizing error and maximizing accuracy.
