Even minor upgrades and changes to operating systems, applications, and hardware can cause major problems with the Unix network's functions. Those problems can wreak havoc on the people using the system, and they can cause you endless headaches when you're busy patching or upgrading a server. One way system administrators avoid this pain is by creating a test environment strictly for testing new technologies and systems before they're put into place.
