A number of sources in the literature suggest a project plan should incorporate project strategy predicated on the project requirements, project definition, and project scope documents and plans. The view here within the division, however, is that so much relating to the way a project is to be conducted is already covered in the organization’s standard operating practices, or is distributed throughout functional lines in different formats, that there is not the same need to pull everything together in a unique project strategy document.
