ECM as Infrastructure

The role of ECM as an infrastructure is to provide content management tools and capabilities to be used by IT. Your IT administrators would configure the system for the proper life cycle management, metadata, records and retention policies, high availability, redundancy, backup, and general storage management.

In contrast, your users would never notice that they were using a content management system; instead, they would be dragging files into a special shared folder, as they always have. This gives you greater control over the content, but it has little to no effect on existing processes and workflows.
