A standard is a level of performance that communicates specific expectations when conducting business. Unlike guidelines, standards require compliance. Compliance to standards sometimes generates fear. Although the fear is understandable, it is groundless if a standard is clear, measurable, definable, easily applied, objective, recordable, and accessible.

A misconception exists that control must exist over all activities within an organization. Not only is this impossible, but it also leads to overcontrol. Standards should only exist when necessary.
