The normal state of any organization is conflicted. In most cases there will be many mutually exclusive ideas and initiatives operating at the same time, threatening the organization's goals and objectives or even its very existence. Even in those cases where the overarching objective has been clearly articulated and openly supported, there will be many people who will work against the overall objectives in pursuit of their own agenda.
