After the analysis phase of HPI comes the generation of alternative interventions and the selection of interventions(s) and related implementation and evaluation strategies. In the intervention phase, measurable or observable behavioral objectives are devised by interpretation and combination of the facts, observations, and opinions gathered in the analysis phase. These objectives are tied to business and performance goals and are the basis of evaluation.
