If there are unmet staffing requirements, explicitly plan for staffing acquisition. Develop a staffing plan to fill team positions using hiring or internal staff. Execute procurement planning to fill staffing needs best met with external staff. As part of the planning process, compare the staffing costs with project objectives for expense, and prepare to negotiate project changes if there are significant differences.
