Hiring Project Managers

Promoting from within is one way to select project managers, but you may not find enough qualified or willing candidates. In that case, you will need to go to the market. Hiring a project manager is no different from hiring any other senior person, and, as in any hiring process, you will need a set of questions and appropriate responses.
