The Proposal Development Process

The first meeting or series of meetings during the business development stage should be used to gather the following information:

  • The client’s problem
  • Technical requirements
  • Organizational needs
  • Procedures to be followed
  • Timing
  • Staffing
  • Roles and methods to be used
  • Limits, boundaries, and any other constraints
  • If possible, some idea of the budget

Armed with as much accurate information as possible, yet acknowledging that much remains unknown until the work gets under way, it is now time to write the proposal.
