26.7. Improving Maturity

Maturity will not increase in just one discipline, practice area, or process, nor will the changes across processes and disciplines be uniform or related over time. The enterprise’s project business management operations will naturally move through the four stages of maturity, as the project business management processes are defined, implemented, and matured.

The implication for managing the cost as opposed to managing only the performance for each stage is that an organization should move quickly from stage 2 (high cost and low return) through stage 3 into stage 4 (low cost and high return).
