25.1. Project Initiation Processes

Project initiation consists of formally authorizing the start of planning for a new project. For example, when beginning the initiating activities, business needs and requirements are reviewed. The project is initialized with a charter issued by either the associated program manager or portfolio manager or, if it is a standalone project, by the project’s sponsor (see Chapter 22). The charter contains a basic description of the project scope, deliverables, and duration, as well as a forecast of the resources needed.
