16.1. Earned Value Measurements

Mature project business management and controls for large multiproject operations require the ability to plan and document the work, estimated costs, budgets, and schedules. This requires a common enterprise work breakdown structure (EWBS) for planning the work in detail for the near term and at summary levels for long-range work plans. The most successful PBMISs are those that can routinely integrate budgets, estimates, actual costs, physical progress, and schedule progress within a single system and generate integrated budget/cost/schedule reports and earned value performance metrics.
