14.5. How to Prepare a WBS

Essentially, the preparation of an EWBS involves proceeding from objectives to portfolios to programs to projects to products and services. This is achieved by subdividing the work until a level is reached that provides the required effective technical performance, schedule, and cost control for a specific project activity and the associated performing organization.
