037 Design by Committee

A design process based on consensus building, group decision making, and extensive iteration.

• Design by committee is preferred when requirements are complex, consequences of error are serious, and stakeholder buy-in is important.

• Successful design committees are small and diverse, and equipped with the method to facilitate decision making and prevent deadlocks.

• Use design by committee when error mitigation and stakeholder acceptance are primary factors, and there is time for iteration. Use design by dictator when an aggressive time line is the primary concern.

• Autocracy is fast, but risky. Democracy is slow, but careful. Both models have their place depending on the circumstances.
