PREFACE

I have dealt with the history of the National Debt as a continuous development extending over very nearly two hundred and forty years, and I have not been primarily concerned with the theory of public indebtedness as expounded in works on public finance. Even in Chapter V my intention has been to consider the attitude of eighteenth-century writers towards current financial problems rather than to discuss general financial theory.

My thanks are due in particular to Professor Cannan, who kindly read the greater part of the manuscript of the book and made many valuable suggestions and criticisms.
