1 INTRODUCTION

Thailand has experienced drastic economic changes since July 1997 when it was severely affected by the Asian financial crisis. On reflection, the country had experienced the ups and downs in its economic development process in the last three decades. Whether Thailand will learn from this and develop some system that would allow some economic shock absorbance, particularly now that it is a player in the global market, is still to be seen.
