Performance Development as a Motivating Tool

I was talking to an employee of a company, which shall remain nameless, about her developmental needs. She said she wanted to go to a specific one-day seminar. I asked her if she was going, and she rolled her eyes and said, “They won’t pay for me to get better.” I was shocked and I said that it was job related, and she said it would have to be on her “own time and own dime.” Needless to say, her level of motivation was very low.
