For setting up a blog on your server, the two most popular open-source (free) solutions are:

http://wordpress.org/
http://movabletype.org/

I use WordPress and it seems to be the more popular of the two options (at least in Internet marketing circles). Some people have suggested that Movable Type is the better choice if you want to run multiple blogs from a central admin panel.

In addition to these blog solutions, most content management systems (see "Content Management") can be set up with a blog, in addition to many other functions.
