During Step 1, the leadership needs to be honest with themselves about what kind of communication environment they want to build to help the business perform better. Chapter 10 is replete with issues that need to be resolved. Then the leaders need to decide what they want the communication function to do. Many CEOs have told me they want a function staffed by strategic, proactive consultants. But strategic pro-active consultants have knowledge and skills that come with a price.
