Show me the money!

You can tell someone all day long that you support his or her line of business. But withholding funds needed to make that business grow communicates an entirely different story. (If you withhold needed money because there is no money available to allocate, you should communicate this to your people or they'll end up hearing a different message—that you don't support their business.)
