The fourth principle of the ICSM requires evidence-based management. Evidence-based life-cycle management is an extension of product life-cycle management that emphasizes the use of analysis and models to produce evidence that the system architecture and design describe a feasible system. Evidence like this is generally desired, but rarely produced. The primary reason for its absence is simple: it is not identified as a project deliverable or first-class documentation. Developing products and systems without proven solutions frequently leads to late and over-budget projects.
