What Changes Can We Make That Will Result in Improvement?

Answering this question requires developing changes to test. For relatively simple systems, a list of changes may be developed and tested almost immediately. For larger, more complex systems, or for efforts that require fundamental design or redesign, it is advantageous to answer the question in two parts. First, give some broad concepts for the system (for example, better match of capacity to demand), and second, offer more detail on the actual changes that will be made (for example, reallocating nursing resources from the day to the evening shift).
