4 BROADCASTING AND EDUCATION

Broadcasting educates in two ways: through the general programme output, and through the systematic teaching of particular subjects and skills. The first way is usually referred to as ‘educative’ broadcasting, the second as ‘educational’ broadcasting. In this section of our Report we wish to discuss the specifically educational programmes for schools and for adults provided by both the BBC and the independent programme companies. We consider, however, that they should be seen in relation to the wider background.
