Back in the days when union organizing drives were far more frequent than they are now, the employers who proved to be the most vulnerable were those that were caught by surprise when a representation petition was filed with the National Labor Relations Board seeking certification of the union as the exclusive bargaining representative of the employees. On the other hand, managers (or their subordinates) who frequently went out into their businesses and mingled with the employees knew most of what was going on and were seldom surprised.
