Land issues in sub-Saharan Africa are again high on the policy agenda, as can be seen from the establishment of the Commission for Legal Empowerment of the Poor and the Global Land Tools Network by UNHabitat, as well as many countries implementing new land reforms with support from the World Bank and many donor countries. Yet our knowledge on these land policy-related issues are far from adequate in formulating sensible policies.
