During the planning phase, you and your team will need to develop a change control system that you will follow, and expect the stakeholders to follow, when a request for a scope change occurs. To handle these requests by using a process is particularly important because the process will be an important part of managing the expectations of various stakeholder groups.
The Project Management Institute (PMI) defines a change control system as “formal documented procedures that define how project deliverables and documentation will be controlled, changed, and approved.”
