The IS-2000 Layer 2 protocol provides link-layer services over the Um interface. Such services can be distinguished as those offered to the IS-2000 signaling layer, or Layer 3, and those offered to end-user applications and services. Layer 2 is split into two sublayers, the Medium Access Control (MAC) [1] and Signaling Link Access Control (Signaling LAC) [2].
