However, the overall intent implies some different things to different people. As the strategic message is passed on, it may need to be modified and made more specific. The first thing that needs to be in place, then, is a channel of communication. This is provided by the reporting lines of the organizational structure. Sometimes the reporting lines facilitate the passing on of the message; sometimes they make it difficult; sometimes they make it so difficult that they block the message.
