Local AMP is the feature where ARC will, as best it can, use local sessions connected to the same node as an AMP to archive the data for that AMP. This reduces the BYNET traffic considerably during the BAR operation, and can provide a substantial improvement in archive and restore performance, in some cases up to double the throughput. 

An ARC user on the system must be granted the MONITOR privilege so that it can query the necessary AMP location information. Any of the monitor privileges will work, so the site can choose which is best to grant from a security standpoint.
