If Host Utility (HUT) locks is not released or ARC jobs got aborted in between, then this may interfere with other job application processing. The thing to note is that the Hut lock is different from transaction locks. Unlike HUT locks, transaction locks have a life of a session from which the command is executed and exist only for the duration of transaction as per its name:
