In Part 2, from examining the challenges of the conventional QoS business model, we came to realize that many of its challenges are caused by the explicit selling of QoS on top of network connectivity. While CoS can be technically useful, the attempt to commercialize CoS creates the need to differentiate multiple COS's in a way that is perceivable to the end users. This is difficult to achieve.
