We see teams taking responsibility and assuming they have the authority to act. They do not wait for management's approval. On the other hand, many people believe they are unempowered because “they” won't let them make important decisions. Who are “they?” They are corporate management, policies, procedures, laws, regulations, etc. Often, this feeling is embedded in the belief system or culture of the organization. As a result, people stop trying. They simply keep their head down, wait to be told what to do, and then do it without question.
