When a company wants to install custom applications on their users’ mobile devices, they could buy that software from a software development company that develops the application, or use in-house developers to create the application.
For each type of application, the OS manufacturer provides a development environment:
Microsoft provides Microsoft Visual Studio as a development platform for developing Windows modern applications and applications for Windows Phone.
