SMS Provider Permissions

When running the ConfigMgr console locally (on the same server as the SMS Provider), it uses WMI to connect to the SMS Provider, and in turn the SMS Provider allows access to the site database. This is made slightly more complicated for remote connections by adding the requirement for DCOM permissions.
