Console Deployment
The ConfigMgr console can be installed as a part of the CAS or primary site server installation. Unlike earlier versions, however, this is a choice and not a requirement. In most organizations, the administration and operation of ConfigMgr is typically not managed by a single individual. This is especially true in enterprises where the management may reside with entire teams.
During transitions from ConfigMgr 2007 to System Center 2012 Configuration Manager, it is likely that your administrative users will have to operate consoles for both environments.
